Rain squeak, wear squeal, or a grind

Houston humidity plus a car that sat overnight puts a film of rust on the rotor face. The first few stops scrape it off. That chirp that fades after a block is common and not, by itself, a reason to replace pads. The sounds that are not “morning rust”:

What a Texas inspection actually cares about

A state inspection is a safety screen, not a squeak diagnosis. Pads worn past a safe thickness, a leaking line, or a pedal that will not hold can fail when a safety check still applies.
